The Northern Above Bar area will be redeveloped to build on the current provision of cultural facilities such as the City Art Gallery, Library and the Guildhall.

Further venues for the performing arts, digital media and multi-cultural facilities will be added to encourage a night time economy and help establish a recognised cultural quarter for the city. It will include residential, office and restaurant / retail uses, and an east-west link to connect the enhanced Guildhall Square with the green spaces of East Park. The Mayflower Theatre and Millais Gallery will be an integral part of this mix, through improved links resulting from the North South Spine proposals.
